Alexander and Cleaver welcomes Richard J. Reinhardt, II as a Government Relations Consultant. Richard brings over a decade of government relations experience working in the private and public sectors, as well as serving within both the state’s Executive and Legislative branches.

Richard recently served as Deputy Assistant Secretary for the Division of Workforce Development under Maryland’s Department of Labor, Licensing, and Regulation (DLLR). As the Deputy Assistant Secretary, Richard assisted and advised the effective delivery and oversight of federal workforce investment laws and programs, labor market programs, and the Maryland Workforce Exchange. He served as the division’s liaison working with various state departments and external stakeholders on various taskforces and committees. Most notably, Richard was involved with the implementation of Maryland’s Workforce Innovation and Opportunity State Plan and secured Maryland to be one of only six states to receive federal funding to support Maryland’s dislocated workforce that have been impacted by the opioid epidemic.

Prior to his position in the Hogan Administration, he served as the Director of Government Affairs for the Maryland Chamber of Commerce. In this role, Richard developed, coordinated, and lobbied legislative strategies and initiatives on behalf of various stakeholders across the state, including education, non-profits, hospitals, and the business community. During his time at the Chamber, he also organized and staffed several advisory groups and committees. In addition, Richard managed and testified on various pieces of legislation in the areas of Labor and Employment, Education, Transportation, Environment and Workforce Development.

Richard also served as the Director of Government and Community Relations for Towson University in Baltimore County. During this time, he advocated for the university’s legislative initiatives and capital priorities to local, state and Congressional representatives. He coordinated and oversaw events and activities aimed at supporting the university’s government relations’ goals and developed a broad spectrum of materials (talking points, legislative summaries, testimony reports, letters, fact sheets) in support of the university’s government relations agenda.

Richard served as Chief of Staff for State Senator J.B. Jennings. There, he aided in drafting legislative concepts, prepared committee testimony, assembled policy and fiscal briefings, and managed the day-to-day operations of the Senator’s Annapolis and District offices. Before working for Senator Jennings, he was a judicial law clerk for the Honorable Robert N. Dugan.
Richard and his wife reside in Annapolis with their rescued dog, Liberty.
