Whitney Cleaver Smith joined the firm in 2009 and is licensed to practice law in Maryland, Washington, D.C., and Virginia. Her legal practice focuses on government ethics and campaign finance compliance (federal, state and local), state and local government contracts, procurement litigation and practice before administrative boards and agencies. In addition, she is a litigator who has also handled matters before the Court of Appeals, Maryland's highest court, and Court of Special Appeals and is certified in healthcare compliance.
Whitney’s government and campaign finance practice is centered upon advising clients and insuring they are in compliance with relevant regulatory, ethics and campaign finance rules and regulations. It includes counseling clients on developing and implementing policies and procedures to assure compliance.
Whitney works with contractors and vendors on procurement matters at the state and local level including bid protests before procurement local boards and agencies as well as the Maryland Board of Contract Appeals.
Whitney assists healthcare providers with ongoing healthcare compliance issues, including HIPAA compliance and Stark and Anti-Kickback questions. Whitney also handles estate administration and estate planning issues.
Prior to joining the Alexander & Cleaver team, Whitney worked as an intern for Senator Benjamin L. Cardin on the Senate Judiciary Committee on Capitol Hill. Before that she worked as an intern for Steny H. Hoyer, Minority Leader of the US House of Representatives, and as a summer associate with the United States Attorney’s Office in Baltimore.
Whitney resides in Washington, DC with her husband, Pete, their daughter, and two dogs.
