Robert J. Garagiola is the President of the Government Affairs Division, which compromises Maryland state and local government, Delaware state government, and DC federal and local government affairs.  In addition, he heads government relations expansion efforts in the Mid-Atlantic region, including in Delaware, Pennsylvania, and Virginia.  He is also the Managing Attorney of the firm’s Rockville office, which focuses on corporate/business law, criminal law, employment law, estate planning and probate, family law, and litigation. He has over 25 years of legal, legislative, public relations, and advocacy experience.  In addition to providing strategic and tactical advice to clients, Rob brings passion and a sense of urgency to each client matter.

Rob provides strategic advice and legal counsel to numerous clients in every sector.  He successfully led the effort to pass, amend, and defeat several bills before state and local government on behalf of clients of every sector. He also succeeded in obtaining hundreds of millions of dollars for various clients from the state operating and capital budgets. Rob has strong relationships with Maryland House and Senate leaders, and Governor Hogan and his administration, as well as with local elected officials and executive branch staff in several Maryland counties and municipalities, including Baltimore City.  In addition, Rob has relationships with DC local government elected officials and staff, as well as with Delaware legislators.

Prior to becoming a member of the Alexander & Cleaver team, Rob served in the Maryland Senate for over a decade where he played a significant leadership role in every major issue before the state legislature. He was the youngest member of the Maryland Senate when he was first elected in 2002 and was quickly elevated to Senate Leadership with his appointment as Deputy Majority Leader and Caucus Chair in 2007. Rob was appointed by the Senate President as the Senate Majority Leader the following term and served in this leadership role during three regular General Assembly Sessions and three Special Sessions. Rob developed in depth subject matter expertise serving on the powerful Senate Finance Committee, which has broad jurisdiction over energy, telecommunications, healthcare, banking, insurance, economic development, and transportation issues. As Chairman of the Senate Finance Committee’s Health Subcommittee for 7 years, he presided over the enactment of all healthcare legislation, including the Federal Affordable Care Act. In addition to his professional legal experience, Rob also served four years on the Senate Judicial Proceedings Committee where he sponsored successful legislation addressing corporate governance and real estate matters, among numerous other issues. As a member of Senate Leadership, Rob played a key role on State budget matters as a member of the Joint Committee on Spending Affordability and Joint Legislative Policy Committee.

As a practicing attorney since 2001, Rob continues to practice law and has been involved in numerous business transactions, including a number of multi-million dollar acquisitions. He has negotiated and settled multiple business disputes among and within businesses. Rob has experience representing clients on matters related to corporate governance and has drafted complex operating/shareholder agreements. His experience includes negotiation and drafting of contracts and leases of every nature, including executive employment, asset purchase, independent contractor, and joint venture agreements. His legal clients include physician practices, retail businesses, accounting firms, insurance and benefits brokerage firms, engineering companies, developers, hotel operators, shopping center owners, and franchisees. Rob has worked at large multi-national law firms, medium-sized law firms, and was the principal and founder of his own law firm.

Prior to starting his legal career, Rob served as a senior staffer for U.S. Congressman Frank Pallone, Jr. (D-NJ) from 1994-1998, where he worked on Medicare, Medicaid, FDA, S-CHIP, and public health legislation. Following his work on the Hill, he was a federal lobbyist for nearly 5 years where he represented long-term care, hospital, managed care organization, community health center, and other healthcare clients, on legislative and regulatory matters. He continues to maintain relationships with members of Congress and Congressional staff, and advocates on behalf of clients on Federal policy issues.

Rob understands the legal and advocacy needs of small businesses based on his experience as an entrepreneur and small business owner of a vitamin company, property management company, and multiple real estate companies. Rob is a military veteran who honorably served our country as an airborne soldier in the U.S. Army Reserve where he was a Sergeant. He is the proud father of four children and Oyster, a Jack Russell Terrier. Rob enjoys boating, exercising, travelling, reading, and cooking.
