Government Relations Consultant
“I’m passionate about issues that affect Montgomery County and the State of Maryland, especially when it comes to health care and energy legislation. When I joined Alexander and Cleaver’s talented team, I brought years of experience working with the Montgomery County Council and County Delegation in the Maryland General Assembly. I’m eager to find solutions our clients need on the local level and in the halls of Annapolis.”

Member, Junior League of Annapolis
2015, Daily Record 20 in their 20’s
Prior to joining Alexander and Cleaver as a Government Relations Consultant in December 2014, Moira Moynihan served as senior staff on a statewide gubernatorial race and spent six legislative sessions in Annapolis working on budget issues before the Appropriations Committee, including transportation initiatives, higher education, economic development, and public safety. In addition, she brings experience with media, public relations, and legislative coalition building.
During her first session at A&C, Moira helped secure $8 million in state and federal funds on behalf of her client, provided guidance to the Committee for Montgomery in their initial foray into legislative work, and helped pass legislation to create community solar programs in Maryland. Her success depends on strong relationships in the House, Senate, and with key members of the Governor’s staff.
Moira is based in our Rockville office and is working to grow Alexander and Cleaver’s footprint along the I-270 corridor in Frederick and Montgomery Counties during the interim months. She monitors everything from budget issues to zoning amendments and provides advice to clients on county legislation.
Moira is an active member in her community and regularly volunteers at Sarah’s House, a family shelter in Anne Arundel County, and tutors children at El Centro de Ayuda in Annapolis.
