Prior to joining Alexander and Cleaver as a Government Relations Consultant in December 2014, Moira Moynihan served as senior staff on a statewide gubernatorial race and spent six legislative sessions in Annapolis working on budget issues before the Appropriations Committee, including health care, renewable energy, higher education, economic development, and public safety. In addition, she brings experience with media, public relations, and legislative coalition building.
Through her work with the Hogan Administration, Senate Budget & Tax, and House Appropriations Committees, Moira has helped secure more than $50 million in state and federal funds over the past three years for one client. This work ensures her client is able to provide quality health care to one of Maryland’s most vulnerable populations. Her other work in the health care realm includes passing important protections for K-12 students with diabetes and tackling tough behavioral health issues – from budget, to criminal justice, and increasing access to care and providers. Moira has a record of success working with the Maryland Department of Health and Mental Hygiene to pass and implement legislative initiatives.
During the 2016 legislative session, Moira was the lead lobbyist behind the passage of Noah’s Law. At the helm of a coalition of nonprofits, law enforcement, traffic safety, and public safety organizations, she directed strategy from initial bill drafting to the final conference committee amendment. Similar legislation languished in committee for seven years before receiving a vote in 2016. According to Mothers Against Drunk Driving, this legislation is the strongest reform to ignition interlock laws in the nation and will save the lives of many Marylanders for years to come.
As a member of Alexander & Cleaver’s energy practice, Moira teamed up with A&C colleagues on the Renewable Portfolio Standard increase, subsequent veto override, and has successfully advocated legislation extending an energy tax credit for utility-scale renewable energy projects and legislation to create community solar programs in Maryland.
Based in Rockville outside the legislative session, Moira works on a number of local issues, including labor relations, planning and zoning, funding for education and school construction, and more. She is proud to represent the City of Gaithersburg, the Fraternal Order of Police, and other Montgomery County clients.
Moira is also the firm lead on conference coordination and planning. Based on client focus for the upcoming year, she provides strategic advice about how to get the most out of conferences – from sponsorships, to targeted meeting and relationship building to coordinating presentations, panels, and receptions, Moira understands how to promote client visibility and get access to key policymakers at national, regional, and state conferences.
