Hannah Powers Garagiola is a Government Relations Consultant with over 15 years of experience in Maryland advocacy and procurement. Her vast knowledge of business issues combined with institutional knowledge and top-notch relationships has proved to be a very successful triple threat for Alexander & Cleaver clients.
Hannah came to Alexander & Cleaver after serving for 5 years with the Senate President Mike Miller as his legislative director. In that capacity, Hannah was specifically the “go-to” person on the Senate Finance Committee focusing on healthcare, energy policy, gaming and corporate regulatory. In that role, Hannah worked closely with both Republicans and Democrats both during the session and throughout the interim.
At Alexander & Cleaver, Hannah’s focus is on business interests before the General Assembly and procurement at the State and local levels. Hannah represents several Maryland fortune 500 companies on matters related to taxes, regulatory issues, research and development grants, state-awarded contracts and legislative measures to make Maryland a more business-friendly state. Hannah has also successfully advocated for hospitals, universities, pharmaceutical companies, healthcare specialties and several trade associations.
In 2012, Hannah was the lead lobbyist on legislation that would exempt solar energy generated on one’s home from the Maryland sales tax, and since the passage of that legislation, the solar industry has exploded in the State resulting in over 2,000 additional jobs. Hannah also boasts being the lead lobbyist working with progressive legislators on passing laws like the Marriage Equality Act as well as working with the Republican Caucus as the lead lobbyist on protecting the business interests of the firearms industry and working with the Maryland State Police to pass a law to repeal the ballistics imaging requirements in the State. These bills, and many others she has professionally and tactically championed were signed by both Democratic and Republican Governors. Her consistent success is a testament to her hard work, drive to succeed and stellar working relationships with Maryland policymakers that she leverages for the results needed to benefit her clients.
Hannah ranks among the State’s top female lobbyists and is consistently the youngest lobbyist named as one of the top earners in the State.
Hannah has been named as a 2012 Daily Record Successful by 40 awardee, a 2012 Annapolis Finest under 40 awardee and a Gazette Rising Star on the inside track award recipient.
A lifelong Marylander, whose family has served in politics for generations, Hannah lives in Annapolis and enjoys sailing, powerboating and stand up paddle boarding. In addition, Hannah is a certified spin instructor.
