Taylor returned to private practice in 2003 after serving in the Maryland House of Delegates for 28 years. He was the first speaker of the House from Western Maryland in a century, and his nine-year tenure as speaker is the longest in Maryland history. Taylor helped create TEDCO to promote technology transfer and commercialization within the state. He spearheaded efforts to reduce Maryland’s personal income tax. He has been a member of the Allegany County Chamber of Commerce, Greater Cumberland Committee, and Maryland Heritage Tourism Authority.
