Acknowledgements January 1999 Ms. Fowlkes was honored by the Maryland Association of Counties’ president receiving an award for her intergovernmental service to county leaders, traditionally presented only to elected officials.
Lyle Fowlkes joined the Law Offices of Alexander & Cleaver in December of 1998 as the Managing Director. In that role her responsibilities include policy development, strategic planning, business and organizational development. She also manages human resources, IT systems, facilities and marketing. She serves as intergovernmental liaison for clients. She works with our procurement clients throughout the procurement process – from identifying procurement opportunities to seeing them through final approval by the Board of Public Works. She shepherded items through the BPW process in excess of $350m.
Lyle was former Governor Parris N. Glendening’s longtime liaison to local government officials. She served with Glendening during his first term as Governor and when he was Prince George’s County Executive she served as his director of intergovernmental relations. She taught “Lobbying State and Local Governments” in the graduate program at George Washington University. She is an Annapolis resident.
