an award traditionally presented only to elected officials.

Lyle Fowlkes joined the Law Offices of Alexander & Cleaver in December
of 1998 as the Managing Director. Ms. Fowlkes was Governor Parris N.
Glendening’s longtime liaison to local government officials. She served with
Glendening during his first term as Governor and when he was Prince George’s
County Executive she served as his director of intergovernmental relations.
She taught “Lobbying State and Local Governments” in the graduate program at
George Washington University. Lyle works with procurement clients at the state
and local levels. She is an Annapolis resident.
