Gary R. Alexander has practiced law since 1967. His expertise in energy, utility, and regulatory law has been ongoing since his Gubernatorial Appointment as Maryland's People's Counsel to the Public Service Commission (1974-1979) and his service as Special Counsel through the early 1980's. He served as counsel to Attorneys General in the Northeast on several electricity cases. He served as legal counsel to a major Maryland County in a major electricity rate case. He was counsel in a wide variety of leading Maryland appellate cases in public utility law and regulatory law. His clients included just about any energy company doing business or seeking to do business in Maryland other than the regulated investor owned utilities. Gary’s representation includes work in transmission line cases, generation facility cases, power plant siting, all forms of wholesale and retail purchase of electricity, transactions including acquisitions and mergers, complex issues involving renewable energy, procurement of energy, contested rate cases, telecommunications issues, environmental regulatory issues and others. The firm has a longstanding client relationship with the Association of Maryland Pilots whose members pilot ships in the Chesapeake Bay, the Port of Baltimore and the C&D Canal and whose rates and charges are regulated by the Maryland Public Service Commission. Other clients include large and small real estate developers involving a wide variety of energy issues including advice on purchasing their energy. His client issues include major and complex business transactions where the firm served as local counsel including clients before other State agencies including the Maryland Department of the Environment, Maryland Department of Natural Resources and many others.
The firm expanded to include a government relations practice in 1995 and has since grown to be the top lobby firm in Annapolis. The services include procurement, ethics compliance, business development and marketing, Federal, State, and local executive and legislative branch lobbying, event planning, and a variety of other government relations services.
Gary was elected to three terms of the Prince George’s Democratic Central Committee and chair. He was elected to serve 12 years as a member of the Maryland House of Delegates including Speaker Pro Tem (the second highest position in the House); Vice Chair of the House Economic Matters Committee; and Chair of the Joint Committee on Energy Pricing. Gary serves his clients well as he continues to maintain relationships with members of the House and Senate, in addition to Executive Branch and Departmental staff. His extensive knowledge of Maryland law is the foundation of his ability to succeed for his clients and move them forward. In addition to representing government relations’ clients at the State level, Gary often visits Capitol Hill with clients to meet with the Maryland Congressional delegation.
Effective June 1, 2010, Mr. Alexander retired from the management of the law firm and continues to work for clients of the firm.
