FEBRUARY 5TH PUBLIC DISCLOSURES

Persons or entities that do business with the State, provide lobbyist compensation, or both must file a Contribution Disclosure Form ( Disclosure ) with the Maryland State Board of Election by February 5, 2003.


A person or entity providing lobbyist compensation must file the Disclosure if the person or entity spent at least $500 during the reporting period to provide compensation to one or more Regulated Lobbyists and has made a contribution of $500 or more to a candidate or an official holding the office of Governor, Lt. Governor, Attorney General, Comptroller, or member of the General Assembly.


A person or entity doing business with the State must file the Disclosure if the person or entity is conducting business with one or more government agencies of the State or any of its political subdivisions involving consideration of $100,000 or more and has made a contribution during the reporting period to a candidate or incumbent officer holder in excess of $500.


Doing Business encompasses one or a combination of sales, purchases, leases, or contracts, involving consideration of $100,000 or more on a cumulative basis entered into during the twelve months immediately preceding the end of the reporting period for which the statement required under the subtitle is filed. Business of less than $100,000 with an agency or government entity shall be reported if the aggregate business done with all agencies and governmental entities amounts to more than $100,000. Note: Care must be taken to determine whether you or your entity is Doing Business for purposes of this requirement.


Contribution encompasses any gift, donation, or payment of money in excess of $500. It includes the purchase of tickets, or payment for admission to a dinner or other event.


A person or entity (the Filer ) is required to disclose contributions of more than $500 made by the Filer, subsidiaries of the Filer (entities of which the Filer owns or controls 30% or more of the equity), a political action committee of the Filer or its subsidiary and officers, directors, or partners of the Filer or its subsidiaries, and in certain circumstances, contributions of employees or agents of the Filer or its subsidiaries.
