Casper R. “Cas” Taylor, Jr joined the Law Offices of Alexander & Cleaver in June 2003 after serving in the Maryland House of Delegates for 28 years. As a native resident of Cumberland, he became the first Speaker of the House from Western Maryland in 100 years. He went on to serve as Speaker for nine years, longer than any other in the history of Maryland. His legislative career is filled with accomplishments in economic and business development and health care growth and reform. He created the One Maryland program of economic development and job creation incentives. He created the Maryland Science, Engineering & Technology Development Corporation (TEDCO) to promote technology transfer and commercialization among Maryland’s universities, federal labs, and the State’s energy technology sector. He spearheaded efforts to achieve a 10% reduction in Maryland’s personal income tax.
