Casper “Cas” Taylor joined the Law Offices of Alexander & Cleaver in June 2003 after serving the citizens of Western Maryland and the State as Delegate and Speaker of the House for 28 years. Cas is Maryland's longest serving Speaker of the House of Delegates, serving from 1994 – 2002. He consistently has worked to improve the quality of life for all the citizens of Maryland.  First elected to the Maryland House of Delegates in 1974 as a Delegate from District 1C, he held numerous leadership roles during his career in public service.  He was Vice Chair of the Economic Matters Committee from 1976 - 1986 before assuming the chairmanship from 1987 - 1994. He also served as chair of the Western Maryland Delegation for five years.  His public policy contribution to business development and economic growth is substantial. Cas has long championed economic development in Allegany County and has played an instrumental role in bringing jobs to the area and continues to do so in his government relations role.

During the 1999 legislative session, he created the Maryland Science, Engineering and Technology Development Corporation (TEDCO) to promote technology transfer and commercialization between Maryland’s universities, federal labs, and the state’s emerging technology sector. He also spearheaded efforts to achieve substantial reduction in the personal income tax and led the effort to review Maryland’s overall tax structure. In the early 90’s he passed landmark health care reform that guaranteed small employers access to affordable health care insurance.
